Then I have an HTML table on the webpage that I need to update. Updating the friend's website's table, but I'm going and needing an easy solution to update this table without digging into my HTML files.
The solution I came up with was using a webform, where it could just type in values, and it is necessary that the table on the HTML page will be updated. How would I go about this? Do I Need To Use Databases?

Donation and droch are correct. The best implementation for this is to use a MySQL database and PHP Your Content Management System will be built. You create a PHP page so that they can log in and update some of the table features. I highly recommend doing this and learning about CMS structure.
