.htaccess - cakephp installation 403 error -

I'm trying to install a keyboard on my webserver. I picked up the kPPP in my root directory and I am getting this 403 error:

Forbidden You have permission to access /stud3/2012/user/www/app/webroot/index.php Not on this server

If the php version is greter 5.2.8

I think this is something with .htaccess, it looks like in the root folder:
